About New SIM-Binding Rule
SIM-binding means that many popular messaging and communication apps must continuously check and verify that the SIM card you registered with is physically present in your device while you use the app. If the SIM is removed, replaced, or inactive, the app will stop working.
This is different from how these apps worked before — which only verified your number once when you registered, letting you keep using the service even if the SIM was no longer in the phone.
The rule comes from a new Department of Telecommunications (DoT) directive under the Telecommunication Cybersecurity Amendment Rules, 2025.
Messaging apps have 90 days from the directive (issued late November 2025) to comply — which means from around Feb 2026 this should be in effect.
Which Apps Are Affected
Apps told to implement SIM binding include:
Telegram
Signal
Snapchat
ShareChat
JioChat
Arattai
Josh and others using mobile number identification.
What Changes for You
Must Have Active SIM in Device
You’ll need the same SIM card that was used to register the service in your phone while using the app.
➡ If you remove or change the SIM, the app may stop working.
WhatsApp/Other Web/Desktop Changes
Web versions (e.g., WhatsApp Web) will now:
Automatically log you out after every 6 hours.
Require you to re-authenticate by scanning a QR code with your phone having the active SIM.
Compliance Reporting
Messaging platforms must submit implementation reports to the DoT within 120 days or face regulatory action.
Enforcement and Penalties
Failure to follow the directive could result in actions under telecom laws (e.g., Telecommunications Act, Telecom Cyber Security Rules).
Why the Government Introduced This
According to the DoT, the goal is to reduce digital fraud and cybercrime by ensuring accounts stay tied to verified SIM cards — making it easier to trace misuse, scams, and impersonation.
Authorities say this closes a loophole where apps could be used without the SIM, enabling cross-border fraudsters to operate
What Many Users Are Concerned About
While aimed at security, many users may find it inconvenient, especially in cases like:
Switching phones often
Using tablets or laptops without SIM slots
Travelling abroad with a different SIM
Using multiple devices simultaneously
A recent survey found significant opposition from users worried about disruption.
In Summary
New rule means: ✔ Messaging apps must stay linked to your active SIM if you want to use them.
Removing or replacing the SIM breaks app access.
Web sessions auto-logout every 6 hours.
Apps must comply by ~Feb 2026 and report back to govt.
Aimed at reducing fraud but could inconvenience many users.

Face authentication is now mandatory for all
candidates at examination venues.,upsc
Bhubaneswar Publish Date:10.01.2026
The Union Public Service Commission (UPSC) has officially announced that face authentication is now mandatory for all candidates at examination venues. This move, finalized on January 9, 2026, follows a successful pilot phase and aims to eliminate impersonation and ensure the highest levels of transparency.
The new protocol is designed to be a "stateless transaction," meaning the system compares two specific images without storing them in a permanent, searchable database beyond the exam cycle.
Live Verification: Candidates will undergo a live facial scan at the entry gate of the examination hall.
Matching Process: The AI-enabled system will digitally match the live-captured image with the photograph uploaded by the candidate during the One Time Registration (OTR) or application process.
Speed & Efficiency: Based on pilot results in Gurugram, the authentication takes only 8–10 seconds per candidate, preventing long queues at the gates.
QR Code Integration: The face authentication will be synced with QR code scanning on e-admit cards for a multi-layered security check.
The decision comes after several high-profile cases of document forgery and impersonation in national exams (such as the Puja Khedkar case and NEET controversies).
Feature Impact Curbing "Proxies"
Prevents professional exam-takers from appearing on behalf of real candidates.
Aadhaar Integration
The system can be linked with Aadhaar-based biometric data for secondary verification if needed.
Real-time Attendance
Provides GPS-tagged and time-stamped attendance to the UPSC central server.
To ensure a smooth entry on exam day, candidates are advised to follow these updated guidelines:
Recent Photographs: Ensure the photo uploaded in the application is clear, recent (not older than 10 days at the time of application), and matches your current appearance (e.g., if you have grown a beard or changed spectacles significantly, update your profile).
Facial Visibility: During the live scan at the venue, ensure your face is fully visible—remove masks, caps, or tinted glasses temporarily.
Accuracy: The system uses AI to analyze unique features like the distance between the eyes and the shape of the nose. Even slight variations are fine, but major changes might require manual intervention by the supervisor.
