UPI will continue to remain completely free for all person-to-person transactions, irrespective of the amount transferred. Payments to merchants up to Rupees 2,000, along with transactions covered under the zero-Merchant Discount Rate or MDR framework for small merchants, will also remain free. Consequently, approximately 96% of all P2M transactions will remain unaffected. MDR will apply only to specified merchant transactions above Rupees 2,000. The quantum of power to be exported from January 2027, will be reviewed in December,2026. Banks will be required to use AI-based transaction monitoring systems to identify transfers that are sudden, disappropriate to a customer's declared profile, or linked to a known cyberfraud network. The draft directions are scheduled to take effect on 1st April 2027, although banks can adopt them earlier. According to RBI, the framework follows the Supreme Court’s order dated 4th August 2026, directing it to prescribe and circulate an SOP for temporary debit holds on amounts or accounts linked to money-mule activity and cyber-enabled fraud. The projects are aimed at increasing line capacity, improving operational efficiency and easing congestion on key routes. Briefing the media after the Cabinet meeting yesterday, Information and Broadcasting Minister Ashwini Vaishnaw said, three projects, costing over 10 thousand 783 crore rupees, will cover 14 districts across West Bengal, Jharkhand, Odisha, Madhya Pradesh and Chhattisgarh, adding about 656 kilometres to the existing railway network. These include the Kharagpur-Jharsuguda fourth line, Katni-Pendra Road fourth line and Bilaspur-Pendra Road third line. They are planned for completion by 2029-30. In a social media post, Mr Modi highlighted that the five railway projects worth over 10 thousand crore rupees will foster better rail connectivity in South India and also benefit lakhs of people. The Prime Minister also said that the Cabinet decision pertaining to three multitracking projects worth over 10 thousand 500 crore will add additional railway network and improve connectivity across Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha and West Bengal.
